
Philadelphia Family Child Care Consortium
The PFCCC aims to advocate for and provide guidance around a cohesive and sound pathway for family child care (FCC) providers to acquire and maintain high-quality educational programs and sustainable businesses.
- The PFCCC will strengthen coordination and alignment of services for FCC providers across community agencies and organizations, improve communication and advocacy, and create new partnership opportunities, all to support FCC providers in improving quality and sustainability.
- The PFCCC will facilitate access to services and supports that FCC providers seek and that meet their needs. The project will also support the movement of FCC providers through the pipeline of supports that help providers engage in pre-licensing activities to licensing to advancement in Keystone STARS and beyond.
- Agencies and community partners across the city of Philadelphia will contribute to this project through their continuing supports for FCC providers, through actively supporting the referral process across agencies, and through open communication and sharing about new and existing opportunities for professional development, training, quality improvement, and business supports for FCC providers.

PFCCC's Structure
The PFCCC will consist of 6 “Meeting Houses” in distinct regions of Philadelphia. Meeting Houses will serve as local community-based hubs where FCC providers can obtain needed information to help their FCC programs grow and offer quality care to children, families, and communities. The Meeting Houses will also provide opportunities for FCC providers to share, connect, and network with other FCC providers through regular monthly meetings.
Each Meeting House will be staffed by a Meeting House Consultant or consultants who are current or former FCC providers. Meeting House Consultants will serve as resource brokers for FCC. They will hold office hours on a weekly basis to respond to FCC provider inquiries and needs, ultimately connecting FCC providers to needed resources.

PFCCC's Pipeline
Pipeline (PFCCC's Nickname)
The process of which FCC Providers are connected to our Core Agency Partners and enrolled into an initiative that supports them through program start-up phase to STAR 3 & 4. Our Core Agency Partners are responsible for various components of the process as follows:
- YMCA Family Child Care Network: Start-up/New FCC Providers
- Aspire to Inspire: STAR 1 FCC Providers
- EQUIP: STAR 2 FCC Providers (Seasonal Entry)
- District 1199C Training & Upgrading Fund: If Core Agency Partner initiatives above are at capacity
PFCCC also has Support Agency Partners that are not directly linked to the Pipeline outlined above; however, they offer additional support to FCC Providers throughout the initiative.

EQUIP (Early Childhood Quality Improvement Program) is an 18-24-month initiative. Within the initiative, FCC providers receive:
- Intensive coaching
- Program improvement funds
- Resources that target movement in Keystone STARS from a STAR 2 to a STAR 3 or STAR 4

About Our Agency Partners
District 1199C Training and Upgrading Fund is a nationally-recognized non-profit workforce development provider to develop accessible educational and professional development solutions that directly address FCC provider’s biggest needs. Furthermore, District 1199C Training and Upgrading Fund is connected to many local organizing initiatives among Philadelphia’s FCC provider community. In 2016, as new Philadelphia Mayor James Kenney’s administration prepared to launch its signature “PHLpreK” expansion of publicly-funded pre-school seats, the Training Fund and UCCU collaborated to develop an “FCC Hub” for providers interested in participating in PHLpreK. Officially launched in early 2017, the FCC Hub has helped participating providers successfully secure and maintain PHLpreK seats; increase their STAR quality ratings; access ongoing professional development and training opportunities; and develop more-sustainable business plans and practices.
The YMCA Family Child Care Network was established in 1991 with the goal of providing affordable, accessible and quality child care for low-income families in Philadelphia or in the Philadelphia County region. The goal supports the mission of the Greater Philadelphia YMCA. The YMCA Family Child Care Network seeks to promote the healthy development of children from low-income families. This is accomplished by increasing the quantity and quality of affordable, accessible child care with a particular emphasis on creating quality care environments that are nurturing, safe, supportive and developmentally appropriate in terms of school readiness.
The Kimble Group, LLC (Aspire to Inspire) consultants assist early childhood/education/childcare organizations with quality improvement of learning environments, professional development, talent acquisition, program management, family engagement and business practices. The “aspire to inspire stars “initiative assists STAR 1 programs (family, group & center) move to STAR 2 through coaching, mentoring and technical assistance.
First Up EQUIP (Early Childhood Quality Improvement Program) is designed to support early care and education centers and FCC providers in improving and sustaining quality in Pennsylvania's Keystone STARS Quality Rating and Improvement System (QRIS). Keystone STARS is a statewide QRIS that is comprised of four levels, STAR 1 through 4. Achieving high quality early care and education is a critical activity to promote positive development of children in Philadelphia and the nation, particularly for children from low-income families. In addition, EQUIP supports sustainability at the centers by offering leadership development as well as financial awards for centers that achieve a STAR 3 or 4.
