District 1199C Training & Upgrading Fund’s Early Head Start Child Care Partnership (EHS CCP) program provides free, high-quality, full-day childcare for eligible infants and toddlers in Philadelphia County. Our program is designed to support working families by offering a safe, nurturing, and developmentally enriching environment that meets the Early Head Start Program Performance Standards.

Who Is Eligible?
Our program serves infants and toddlers from birth to age 3. Families must meet income eligibility requirements based on federal guidelines. Children with disabilities and those experiencing homelessness or in foster care are given priority enrollment.
