CARES ACT REPORTING ON EMERGENCY FINANCIAL AID GRANTS TO STUDENTS
On December 27, 2020, the President signed the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) (P.L. 116-260). This new law gives the U.S. Department of Education (Department) approximately $22.7 billion to distribute to institutions of higher education in order to prevent, prepare for, and respond to coronavirus through the HEERF. This law has some similarities—as well as important differences—from the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) (P.L. 116–136) that was enacted on March 27, 2020. These FAQs provide an overview of those similarities and differences; describe the flexibilities for institutions that received grants under section 18004(a)(1) of the CARES Act (“Student Aid Portion” and “Institutional Portion,” CFDAs 84.425E and 84.425F, respectively); and describe the differences between the funds allocated under that section and those under section 314(a)(1) of the CRRSAA. The grant programs authorized under section 18004(a)(1) of the CARES Act and under section 314(a)(1) of the CRRSAA are referred to below as the “(a)(1) programs” and their funds as “(a)(1) funds.”
The following information is reported for the period, (10/1/2021-12/30/21)
I. This statement shall serve to acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used the applicable amount of funds designated under the CRRSAA and ARP (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to Students.
II. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students under the CRRSAA and ARP (a)(1) and (a)(4) programs. $44,688
III. The total amount of Emergency Financial Aid Grants distributed to students under the CRRSAA and ARP (a)(1) and (a)(4) programs as of the date of submission (i.e., as of the initial report and every calendar quarter thereafter). $43,550.
IV. The estimated total number of students at the institution that are eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA and ARP (a)(1) and (a)(4) programs. 44
V. The total number of students who have received an Emergency Financial Aid Grant to students under the CRRSAA and ARP (a)(1) and (a)(4) programs. 44
VI. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under the CRRSAA and ARP (a)(1) and (a)(4) programs. Students will be awarded funds based on a direct proportion to the number of hours for the program in which they are currently enrolled. Overall amounts will depend on the number of applications that are approved. Students will be provided with instructions, directions, and guidance over several weeks in announcements, e-mails, and social media posts made to promote the grant
VII. The follow guidance will be provided by our institution to students concerning the Emergency Financial Aid Grants.
Eligible students were informed that:
- The grant money does not need to repaid,
- cover expenses that increased due to the COVID-19 pandemic,
- students are eligible if they are Title-IV eligible,
- the funds would be provided by check once applications are reviewed and approved by the HTTI HEERF grant team.
In accordance with federal requirements, only students who are Title IV eligible (those who are eligible for federal student financial aid) based on their 2019-2020 FAFSA have an opportunity to receive a grant. Grants cannot be awarded to non-Title IV eligible Students, International Students, DACA Students, Students who do not meet satisfactory academic progress or Students enrolled in a fully online program prior to March 13 and therefore not impacted by the disruption to campus operation.
