Provides a tuition scholarship up to $10,000.00 annually for one to two years for eligible members.
- Must be employed full time at an institution contributing to the Training & Upgrading Fund
- Once accepted, must be able to be released from normal duties by employer and placed on an educational leave of absence.
- Includes books up to ($500.00) per fiscal year and uniforms/supplies up to ($250.00) per fiscal year allowance, continued health benefits, and cost-of-living stipend (bi-weekly).
- Course of study must be healthcare or human services-related.

The District 1199C Training & Upgrading Fund provides eligible District 1199C union members with a comprehensive range of educational services to support career advancement, wage growth, and adaptation to changing healthcare workplaces.
If your employer contributes to the Training Fund, you are eligible to attend classes at the Fund's Breslin Learning Center, or - through the Tuition Reimbursement or Full-Time Scholarship programs - at one of 45 areas colleges, universities or technical schools. Classes at the Breslin Center are available on a flexible schedule, with morning, evening and weekend hours, and career coaches on-site to help you choose the best class for your educational and career pathway.

Members covered by the Training Fund benefit are entitled to tuition reimbursement after six months of employment. Full time members may receive up to $5,000 per year for approved college and vocational courses, workshops and seminars. The benefit is pro-rated for part-time workers. Members must apply to the Training Fund and obtain advanced approval at least three weeks before the start of class.

Full-time members covered by the Training Fund are eligible for this benefit after one year on the job. The benefit includes a book and uniform allowance, continued health and pension benefits, a cost of living stipend, and tuition up to $10,000 per year for full-time study. The Fund supports study for up to two years.
To be eligible for the Full-Time Scholarship, you must be a District 1199C union member employed full time by an employer that contributes to the Training and Upgrading Fund, and have been employed for at least one year. Members interested in applying must attend an orientation meeting.
Continuing Education Classes
Eligible healthcare workers may take advantage of continuing education programs offered at the Breslin Learning Center. There is a flexible schedule of professional development, basic education, college preparatory and career pathway programs. Other technical, computer and collegiate classes are available to members covered by the Training Fund benefit and to non-union community members on a tuition basis.
An introductory 48-hour computer class covering basic computer operations and Microsoft Office applications including Word, Excel, PowerPoint, internet, and email.
A 24-hour introduction to the principles of effective communication and five levels of leadership.
A 20-hour course consisting of four independent workshops covering principles of personal finance. Workshops include: Budgeting; Credit & Debt; Life Insurance & Estate Planning; Savings, Investing, Retirement Planning & Taxes.
A half day (approximately 2-hour) certification training.
Electronic Health Record Certificate
This program offers six courses in the certificate program: Communications & Customer Service; Introduction to Medical Terminology; Introduction to Health Information/Informatics; the Electronic Medical Record; and, ICDL (International Computer Drivers’ License); Medical Insurance – Basics of Plans; and Business Writing.
A 90-hour course consisting of a 36-hour Pharmacy Math review; and a 54-hour Pharmacy classroom component.
A 15-hour training and certification course covering safe practices in food preparation, handling, storage and distribution.
A 60-hour course covering the cardiovascular system, cardiac drugs, medical terminology, and the proper interpretation of telemetry.
A Career Counselor will help you create an individual educational plan to achieve your career goals. You can start by obtaining labor market information on a variety of healthcare and human services occupations. You can also learn about the educational requirements associated with each step on the career ladder. Next, the Counselor will help you evaluate your career interests, skill levels and academic readiness. You can then choose from a variety of programs available at the Fund’s Breslin Learning Center or at area schools.
